Political and administrative responsibility is not always clear. Provision of health care infrastructure ie. safe or not safe. Public health and safety ie. population health, disease surveillance and preventions. Provincial governments - regulatory powers; responsible for the organization and delivery of health services. Both - taxation powers; take money from taxes from us. 70% is publicly funded; not funded = cosmetic surgery, dental care, eye care, some segments of population may be covered ie. physio therapy. Provincial funding and delivery: in every province there may be different rules as to what is covered what is covered. Status of physicians: have a unique status = independent contractors, they are their own entities that render their services to the government; nobody can tell you what to do, what hours you work, hospital has no authority over you. Organizations are at arms length from provincial government: hospitals would be organized by a board of directors that make decisions; provincial government only provide funding.
