If you are doing drugs all alone in your house, there is no one to press charges, therefore no victim. The house i live in - non violent crimes and harm. Three strikes and your out: possession, traf cking and then life in prison. Victimless crimes and we therefore make it a violation of a moral principle - harming social cohesion, its bad. Woman"s responsibility to not be harmed (responsibility shifted away from aggressor) Moralizing discourse identi es a bad act = Links that bad act to harm = Done in private (cant say public harm ) No plaintiff - no one to mount a formal public complaint.
