Urban governance today is all about the creation of a good business climate, this effectively translates into the ability to lure mobile knowledge workers and the command centers (headquarters) of flexible production processes. Is this the rise of a "wealthy archipelago of cities surrounded by an impoverished lumpenplanet?" About prepping a city for business interests, there are very few cities in the world which are considered the "elite chosen" that emulate these business interests. Whilst everywhere else on the planet, all the other countries are just attempting to survive. Planners in every city competes with one another (vancouver is winning in this) Austerity urbanism: represents a phase, of the continuing neoliberal transformation of the american city (as defined by peck) Essentially transferring money from the public sector to the private sector in order to resolve the financial crisis.
