At the time of the french revolution, it consisted of over 300 institutions, it was very complex. The emperors power was limited and rested and depended on loyalty of the princes of the polity. This emperor power was greatly weakened by the thirty year war of 1618-1648. Treaty of westphalia which created the beginning of sovereign statehood. After the defeat of the napoleon, the empire was dissolved and consolidated into many mini states.
