Key characteristics of an international system includes a community of sovereign states. During the 5 century bc, there were city states who had a sense of community basically the greek civilization. Unfortunately this sense of community were not extended to the part of the world that was not ancient greece. During the medieval/early modern era the structural/ hierarchal system of government was not very tidy. The system of government was similar to modern times, with different designations then. But modern time system being relatively neat and tidy. The main differences were that of transcendence power: the roman catholic church, great powers were france and lesser powers included denmark and sweden. All sorts of entities controlling certain units hence sovereignty changed quite frequently during ancient times. In principle whenever a viscount died, his successor established a new relationship. Example: a viscount got a piece of land from a count and now wants to get another piece of land from another count.
