The legal framework of local government in canada has no easy classification. Local government includes both municipalities and all other governmental entities comprising territories smaller than provinces and having their own governing bodies with some capacity for autonomous decision-making . Local government is not only municipalities but the special purpose bodies that are also complex, institutional structures. Municipalities provide more than one function whereas special purpose bodies have one function. In canada, there is no constitutional definition or recognition for local governance. The constitution of countries establish local governments as independent institutions with legal and legitimate entitlements; canada does not have this. Although municipalities are considered creatures of provinces, they actually existed prior to provinces. Formed usually by royal charters or parliamentary statutes. When we think of the government in britain, the government (pm) acts on behalf of the crown. Queen is the head of the government she doesn"t make any decisions by herself.
