This allowed congress to implement their laws regarding discrimination: undoing plessy, cont: voting and race, state laws limit participation. Grandfather clauses: started before but began to proliferate after, couldn"t vote unless grandfather voted, not possible if he was slave, racially neutral. Poll tax (24th amendment later banned: pay a fee to vote, disenfranchise aa and poor white people. Literacy tests: discriminatory administration, goal was to make sure people pass, their administration made it racially discriminatory, diff threshold for passing it based on skin color. Preclearance: before they make any change to their election law it needs to be approved by the federal government, significant increase in minority voting. It was challenged immediately and it was upheld by the 15th amendment.
