Children in alternate care have 4 fundamental needs: close caring relationships, health and safety, strong connection between childcare and families, knowledgeable and responsive caregivers. Development is dynamic and shaped by interactions between biology and experience. Self-regulation is the cornerstone of early childhood development. Children are active participants in their own development. Relationships are the building blocks of development. Difficult to distinguish between individual difference and delays or disorders. Development is shaped by vulnerability and resilience. Children are vulnerable to risks and open to protective influences. About 50% of infants (birth-2) are in nonprenatal care. Half of these children are cared for by relatives.
