The internet dated in the 1960"s at the defense departments advanced research. Arpanet allowed military and academic researchers to communicate on a decentralized network system. The internet was an interconnected web that could withstand challenges the national science foundation invested in a high speed communications network linking regional computer centers. Researchers, computer programmers, commercial interests, and amateur hackers created thousands of side roads and intersections online. By 1993, the internet had developed convergence capabilities. Cable television is known for redefining narrowcasting or providing specialized programing for diverse and fragmented groups. By 1975 cable reached 13 percent of american homes growing to60 percent by 1995. Narrowcasting was also a benefit to advertisers. The democratic promise of cable: government education and public access channels allowing citizens to create their own program. The internet provides many free services and offers interactively with users. It has been subject to the influence of private enterprises.
