If taking to a source savvy about media (e. g. a public official), the talk is on the record unless the source says otherwise upfront. For a source unfamiliar with media, be sure source understands this is for publication with a name. If a source wants to go off the record, try to persuade him or her to go on the record. Find out reasons for reluctance and try to address them. If you and a source agree on attribution with no name, negotiate the most specific (but still non-identifying) description possible. State in your story why the source won"t go on the record. You must tell your editor the identity of the source (jimmy"s world 1981) If agree to anonymity, you and organization must honor that agreement, or maybe face legal consequences. Safest use of anonymous sources is for background and guidance, not publication. But if used for publication, safest use is for factual information, not criticism or personal attacks.
