By the end of the 4th century, sparta fell from a 1st rate power to a 3rd rate power. He is from chaeronea but lived in the rule of the roman empire. The roman period was actually a time of peace in greece. Lives of very prominent historical figures most famously marcellus (roman empire). Plutarch believed he wrote about lives and not just the history. He wanted to portray these larger than life historical figures as real people and not just explain what they did (their personality, their eye color, jokes they told etc. ). Unlike xenophon, he is not as biased and speaks with a more neutral voice. However, we still may not trust plutarch because he is greek and centuries removed from these events. Furthermore, he is very chronologically selective (doesn"t discuss childhood, only significant events) and each life takes on the character"s personality.
