Feds at least match what states give out. The wealthiest states receive a medicaid match of 50%, for each dollar they spend on medicaid services, they receive rebates of one dollar. Poorer states receive higher payments the average for all states was. A program designed to provide benefits to children whose parents earn too much to gain access to medicaid. State governments determine how generous they wish to be through the establishment of financial eligibility levels higher income for eligibility suggests more generous state decisions and higher costs per beneficiary.
