Medicare bonus payment for primary care & general surgeons in shortage areas; million 5-year demo grant to states to develop, implement, and evaluate alternatives to tort litigation. More doctors-mostly women-decide to work part-time or leave profession. Nearly 4 in 10 female docs reported working part-time. Medical education is supported by federal and state tax $ at both the university level. If docs aren"t making fullest use of their training, taxpayers are losing their investment.
