The goal of the war for the north was initially to get the south states back in the union. However, during the course of the war it started changing. It started changing because the confederate army had the upper hand, and the union needed to change something, so they decided to free the slaves in the south and make the goal of the war to abolish slavery. The north was concerned that britain didn"t support the southerners, english public opinion wouldn"t allow it, so the union knew that if they made the abolition of slavery the goal, that britain would side with the north. At this point it became clear that the abolition of slavery was the goal of the war. The proclamation only abolished slavery in states that had succeeded from the union, but in order for them to enforce it the union had to take control of the territories.
