He looked at the period from 1896 to 1964 and found a strong relationship between improvements in real income and the incumbent party"s share of the two party congressional vote. According to anthony downs and rational choice, it would be more self interested: pocketbook versus sociotropic voting. Per capita income: people do not tend to vote their own pocketbook, but rather, look at the state of the national economy.
