More hideous than private rights violations because aside from harming lots of people and their severity: Hide behind laws and are committed publicly. Deprive people of the object of their rights and attack rights. In many governmental branches, an action is more so considered a human rights violation if closely related to job and the more tolerated the action is in that branch (police torture is more so than murder by a mailman) Even if government does not violate human rights, it still counts as violation if it does nothing to protect citizens/enforce laws.
