Definition of a right: a type of claim one can make against others. Moral rights: based on common morality, no relation to any sort of legal distinction (not related to legal rights in any way, even if some resemble them) Human rights: subset of moral rights; claims one can make against a society, not individuals; reference basic human needs, desires and/or capabilities (about what matter to human beings) Human rights apply universally to all humans, so saying universal human rights is redundant (but necessary sometimes) If i am thirsty, does someone have to get me water? (what should people do?) Governments only: it is their responsibility to uphold human rights. This means only governments can violate an individual"s human rights, not other individuals. Governments also have the duty to make sure other governments are carrying out their duties in terms of human rights.
