Working together, these groups can collectively exert a powerful influence over legislation and law enforcement. A non-congressional committee that is responsible for managing party affairs between conventions, keeping membership from all states, chooses a national party chairman, and has its members elected by state party organizations. Can never tell a state party what to do or what route to go.
