Unable to perform functions of a monarch, 2 to 3 in a row can destroy a great civilizations. Government is no longer fulfilling its functions like keeping order. Dramatic rise in crime, poverty, outright rebellions, civil war can occur when the if a state is weak, they are unable to perform these essential functions government is not performing its functions. This can ruin the economy other factors: natural disasters, earthquakes, famine, change in climate, making it difficult to grow food. When a government is weak they are unable to mitigate the repercussions of natural disasters. People say some natural disasters indicated that the gods were mad.
