Speaker and the party gets to decides the what bill should be voted and not voted on. From the party decides: presidential nominations before and after reform. John aldrich said that political parties are just driven by the needs of ambitious politicians. Etc argued that american political parties are primarily driven by activated within the parties seeking certain policy goals. The long coalition would be stable because two winning legislators would have every reason to continue cooperating over all business of mutual advantage.
