During time men live w/out a common power to keep them in awe, they are in that condition called war; and such war s if of every man against every man . Fear keeps one in line (death penalty) Getting ppl to cooperate = biggest struggle in politics. Leviathan = ferocious creature ~ meant to instill fear. Collective action problems: (basic problems in all of politics) Efforts of a group to reach & implement decisions (when a group is trying to accomplish a task) In group: do less and let everyone do more ~ free ride on the collective benefit.
