Law is within power of government to make that law. Law furthers an important or substantial govt interest. Interest is unrelated to suppression of speech (content neutral) If the incidental restriction on speech is no more than is essential to further that. Trying to incite violence, convince people listening to him to go and commit a violent action. Profanity laws- profanity isnt protected by constitution because it doesnt have any social value. Late 60"s and 70"s to get amendment to constitution about 18 years older voting. Marginalized groups: gay , women, african americans where they feel the government officials dont have enough in common with them, not paying attention to them. O"brien tests: actions that express a political view can be regulated by the government if these conditions exist: intersect. Three students planned a public showing of their support for a truce in the vietnam war.
