Government provides a forum to allow individuals to sue each other. Bail cant be excessive either, enough money for defendant to come back after being released for jail while awaiting trial. Excessive is vague, different amounts of money for different people to be an efficient incentive. Does not mean you have the right to bail, but if they give you bail it cannot be excessive. Other rights that may exist aside from ones explicitly mentioned.
