Just need to be coherent + have strong argument. Make as strong of an argument that you can + back it up. Be sure to answer all parts of the question. Aim for it to be at least 3 pages. Need to look at how criminal justice system works in practice vs. way that people expect that it would work. Continue to have very high rate of serious crime. Threat of being punished for committing crime -> will keep potential criminals from committing that crime. Theory suggests that people want to avoid punishment.
