Dismissed previous reformers as carpetbaggers who were only there to exploit the south. 1874: white league removed the provision from the constitution. 1879: state constitution rewritten to permit segregation. 1898: state constitution rewritten to mandate it. Originally about segregated railroad cars, but had wide implications. The nadir of race relations (1890"s 1950"s) De jure segregation in the south for decades. Woodrow wilson segregated the military and federal workplaces.
