Civil liberties vs. civil rights: cr: protections by the government, cl: protection from/against the government i. e. cruel and punishment not allowed. Committee: small groups of senators/house that sits down and reviews the bill: then wait in line in the calendar after approved by the committee. Rules/procedures to turn a bill into a law. Some rules in the constitution already: a lot are(cid:374)"t. Usually the end of the process of proposed bills (1000s of them: usually do(cid:374)"t e(cid:448)e(cid:374) look at (cid:373)ost of these (cid:271)ills. Need to somehow get them to look at them. Also need them to think that chambers (esp majority house in rep) will. Inclusive of both subcommittees or/and full committee consider the bill too. What else they do that"s related: hearings. Bring experts, stakeholders, interest party to testify the bill. Can be recorded and be watched by the public. May be used to benefit/against proposed legislators. Marks up the bill (cross things out, adds things, amends)
