Madison was concerned that unworthy candidates could practice with success the vicious arts by which elections are too often carried . Public is not expert in picking office holders. This almost guarantees an accurate result with a high enough sample size. Aggregate: the sum or average of a set of individual opinion. Identities: education, values, socialization, personal experience, reference groups/opinion leaders. People who identify with a political party normally follow what that party"s views are. Converse"s notion of belief system and constraint. Elites tend to have views that are associates in a systematic way: there is a notion of rationality of voters using their underlying belief to decide about these political issues (as argued by converse)
