These came into conflict with german and japanese ships > shot at each other. 1938 us wasn"t in war yet but they were making weapons. Us made agreement with british to give them old destroyers in exchange for british bases in canada and other places. Us said instead of making loans to other countries, they would instead lend them things they need for war; tanks, weapons, ammunition. In war they won"t really get things back bc shit gets blown up. But this way us doesn"t get in debt like in wwi. Now they lend or lease equipment to other countries; start with british. Up until now (1939-41) us is getting more and more involved although not officially in. Germans withdrew from britain and moved their troops to the east (soviet union) When germany invaded soviets, british and us joined the soviets (us began sending goods to them as well) us still not officially involved.
