Interstate con icts might be easier to solve (military/diplomatically) Post 9/11, it was with us or against us (some were labeled terrorists) The ??? organization is neutral, and may be the best group to talk to other groups. You don"t need to be neutral to talk. Before discussing political solutions, we have to nd common ground. At 2001 state of the union, dems and reps sat next to each other.
