The skin gets more flow because as you increase blood flow, you increase heat dissipation. So the heat by convection, as the blood flows through the skin which is warmer, as the wind blows across the heat is dissipated to the environment. You see a decrease in the abdominal and kidney blood flow. This is due to maintaining the high blood flow to the skin and skeletal muscle. When map changes, you normally get a baroreceptor feedback.
