Hart says that another way predictive theories have gone wrong is by taking the perspective of the bad man. Example: if the sky looks dark and cloudy, you should get inside. Internal pov: people who understand rules as binding. It"s not just that you recognize that if you violate the rule, some harm will befall you. You also understand that if someone violates the rule, the harm would be justified (whether or not they suffer harm) Even people that take rules as binding will not always follow them. Now hart starts developing his own account. This is a society that has only primary rules of obligation (e. g. do x, don"t do x) Rules that you need so society doesn"t implode: E. g. don"t use your neighbors plow, don"t use the community tractor. Rules governing property without first signing up. Some will say that a failure to disclose is deception, some will say.
