Gdp per capita is not always the best measure. On average, the us is a wealthy country, but not everyone is doing well. We still see a lot of poverty. High rates in sub saharan africa, south asia, and south america (these are the countries that we are going to try to focus on) 1960s: 2 countries with gdp per capita . Has some natural resources, institutions, etc. left over from colonial history. 40 years later, country a raised their gdp to ,000 per capita, and country b only raised their gdp to ,900 per capita. If you tried to predict, you probably would have picked the other way around.
