Congress delegates to not have to deal with it and to look active. Executive departments: executive agencies, regulatory commissions. Executive office of the president: legislative organizations. Difficult or impossible objectives and deadlines: congress can set short deadlines for action. Excessive delegation (interest group liberalism: congress should delegate less and do more things themselves, and pass off the decision to interest groups and agency trying to find the easiest solution that wont upset too many people. Multiple agencies involved: vertical and horizontal integration. Vertical - federal, state, local agencies and private contractors. Horizontal - multiple agencies in the same level. 9/11, cia, fbi, nsa had each their own information about the event. They will protect their own agency and are not in favor of working with other agencies. Intra-organizational issues: shirking in public vs. private organization. Civil service system - a lot more rigidity. Hard to reward or punish for shirking. Additional reason why people are not performing as desired.
