Almost never have enough money to pay for everything people want. Trade off, have to give up some things to get others. Always on the agenda annually federally, sometimes two years in states. Federal government almost always runs a de cit, spending more than revenues. 16 months in advance omb makes an estimate of the budget size. Executive review happens about 10-12 months before. President"s proposal comes in about 8 months before. Bills come out about a month before. Reconciliation bill happens just before the president signs which is just before the start of the fy. Rescissions are when money gets taken back, can happen later, doesn"t happen often. Deferrals allow delaying spending until after fy.
