Norms are rules established by groups to clarify expectations and guide behaviour. For norms to be effective, they need to carry some form of sanction. Norms and laws have many similarities but also some key differences. If understand the nature strength and limitations of norms, we can better understand why society ahs turned to laws to control certain types of behaviour. Norm are more appropriate tan laws in certain situations , but if they worked for everything we wouldn"t need laws, but laws don"t work for everything. For both laws and norms to work effectively, they need to align well.
