Political power must be vested in and exercised through a set of purposefully contrived arrangements (rules, roles, resources) and committed to a distinctive and unifying set of purposes. Unlike previous possessions of power it is not embedded in social power (privileged people, hereditary power) like the individual as such but in the system. Separation between state (political institution) and civil society (which also holds non- political interests, like economic activities) It is not an interested party in the economic live. The control over the population typically involves coercion. State is the monopoly of such control. The state is sovereign = owes to no other power its control over the population, or its outcome; the state cannot be limited by jurisdiction which is controlled by the state itself. Its sovereignty is only challenged when the state cannot exercise de facto control over its territory and population.
