This means that people have a shitty life, it emphasises that people are encountering many problems at the same life and they feel shitty. It is much easier for government and people who are in power, to blame all that"s happening on others. Prisoners 1 in 7 don"t have friends, family or contact. When they are released they have no where to go and no one to go to. Middle and upper classes paid a poor rate. They were not poor, but because of that they were made to pay to help those in need. They did not like this as they became poor and blamed this on the original poor, they did not want to be paying the poor. Family should be main source of help.
