Policy is both a process and a product. Refers to the decision making process engaged by authorities (typically governmental) Also, a product of that decision making process. All public policy is a decision or action of government that addresses a public problem or issue. When it comes to things like crime, we make choices as a society for how to deal with that particular social problem. These choices ought to be looked at in terms of cost and effectiveness. All public policy is backed up by the legal system. A defining feature of the criminal justice system as a policy tool is that it is backed up by a form of punishment (loss of liberty) Process used for examining policy- structured interactive perspective.
