New orleans historically has been a great place where nature takes care of itself. There"s an area for nature and there"s an area for people. Things start going badly for new orleans only after policymakers decide it is better to make drainage canals. The project of augmenting the levees accelerate after an 1849 flood soaked the city for months. The river became more dangerous and mississippi river rose higher than ever. Even after 1927 flood the policy makers still don"t get it that levees are making new orleans more dangerous. New orleans began to sank as its watery foundation was replaced by spongy reclaimed land. When katrina came the overwhelming elevation difference and the volume of water overcame the levees and flooded the entire city.
