Nato declared war, a humanitarian war (even though it did not term it war) Nato demonstrates that there are some crimes so extreme that a state/ leader responsible for them, despite the principle of sovereignty, may properly be the subject of military intervention and extradition and trial in foreign courts. International hr movements became unhappy that a humanitarian cause was the basis for initiating war. Also, the war failed to stop and exacerbated extreme violence against kosovars. Bombing campaign was significant break from former nato policy and done without security council approval. Russia and china made it clear that they would veto any military proposal, stressed importance of non-intervention as the basis of un and international security. Other arguments in support of legitimacy of military action. Most important: situation in kosovo was a threat to international peace and security. Ex. refugees from kosovo could destabilize neighbors and lead to an expansion of the war.
