Free action caused by (1) will and (2) strength. State needs government because executive cannot belong to the people like legislative power. Balance between sovereign/ magistrate and subjects needed for stability. Larger the state, the more diminished the freedom. Enlargement of state offers more temptations of abuse. 3 different wills in the person of the magistrate (1) individual will (2) collective will (3) sovereign will. Social order versus order of nature concerning these 3 wills. 3 classifications of government (1) democracy: government in hands of all/ most (2) aristocracy - confine gov to a few (3) monarchy - concentrate government in hands of 1 person (most common) Best form of government according to size: democracy for small states, aristocracy for medium size, monarchy for large states. Aristocracy - 3 types, many advantages, best and most natural . End of monarchy is not public happiness, disadvantageous to the state.
