The internet is still in a period of significant growth, and with that growth leaves many ideas issues to be explored. In an effort to allow further unhindered growth, congress has taken deliberate actions to leave the internet free of growth stunting oversight. Vonage provides a service called vonage digitalvoice, which permits customers to make voice or audio transmission over the internet in a way very to placing telephone calls. On july 15, 2003 the minnesota department of commerce filed a complaint with the minnesota public utilities commission, claiming that vonage did not hold the proper certificate to provide telephone services in the state of minnesota.
