In an effort to allow further unhindered growth, congress has taken deliberate actions to leave the internet free of growth stunting oversight. Vonage provides a service called vonage digitalvoice, which permits customers to make voice or audio transmission over the internet in a way very to placing telephone calls. On july 15, 2003 the minnesota department of commerce filed a complaint with the minnesota public utilities commission, claiming that vonage did not hold the proper certificate to provide telephone services in the state of minnesota.
