Made readmission to the union easier on states, granted broad amnesty. Appointed governors to the states to be reorganized. By 1865 all states except texas were readmitted. A. thirteenth admendment- abolishes slavery in the united states instead of states having the right. Freedman"s bureau- created to assist blacks in transition from slavery to freedom. Never got a lot of funding, and congress wanted to make it more effective and johnson vetoes their bills to help civil rights of blacks in the south. B. fourteenth admendment- the rights of citizenship cannot be abridged by race. Blacks can now own property and other rights but not right to vote.
