Claiming credit of something that gov does well or wanted. Benefit given to special groups that the congressman can say he did. Done for specific purpose with congressman having a hand in it. Usually just small favors that do not need legislative action: hs students want essay materials, soldiers want emergency leaves, pensioners for location of missing checks. Congressmen must be a consistent supplier and not wait for stuff to happen. Doing specific things for specific groups of people.
