Spent a lot of resources to make themselves known: frequent visits to voters, speeches, sending follow-up, newsletters, opinion columns, tv, bizarre things like appearing in weddings or meeting people personally. Claiming credit of something that gov does well or wanted. Benefit given to special groups that the congressman can say he did. Done for specific purpose with congressman having a hand in it. Usually just small favors that do not need legislative action: hs students want essay materials, soldiers want emergency leaves, pensioners for location of missing checks. Congressmen must be a consistent supplier and not wait for stuff to happen. Doing specific things for specific groups of people.
