Sd describes a situation where a pres, party or political actor refuses compromise to gain electoral advantage by transferring blame for stalemate to the other side. Declining trust from citizens also leading to policy stalemate. If the two parties cannot agree/compromise together on how to solve problem x, it is hard to mobilize public around a policy response. Polarization -> gridlock -> public policies do not adjust to changing economic and demographic circumstances. Min wag one of the dividing issues for the two parties.
