Military power is the ultimate way to control territory. War is used for territorial, political, or ideological reasons. Disputes occur when one side makes a demand for a change in the status quo. The initiator of the dispute makes implicit or explicit threats. To resolve the dispute both sides must accept an outcome. The price of peace: what settlement the actor is willing to accept. The treaty of brest-litovsk: trotsky of russia unilaterally declared peace. Did not work, new states were carved out after they lost wwi. Proximate: the factors that directly cause the outbreak of war. Ultimate: why conflicts of interest exist between states. There is a line on which the options for a settlement lie. On one side is a"s best possible scenario, on the other side is b"s. Reservation point: the settlement a state views as equal to going to war. A state will reject any settlement worse than this point and take anything better.
