Age-set immediately allocates to each individual a place in the system and thereby establishes for him an appropriate pattern of response. Quarrel settled by the representatives of the senior age-set who are present regardless of which section of the tribe they belong to. Announces what course of action seems required in a particular situation, initiates that action and then coordinates it after it has begun. Most political leaders are on local sphere because so spread out: occasionally elder may become prophet and will be called upon to lead sacrifices and to undertake rainmaking. His prestige and authority do not warrant him a position of overlord or chief though. May be more than one level of chief beyond the community: more densely populated, more permanent because of greater economic productivity, most commonly there is a chief who has higher ranking or authority than others.
