There is an isp hierarchy: some focus on linking across national boundaries, some focus on linking restricted geographic areas (national or smaller, others focus on internet access for homes and businesses. National (tier 1): sell access to regional and local isps. Regional (tier 2): connect with national isps and provide and sell access to local isps. Autonomous system: a collection of ip routing prefixes. Local (tier 3): connected to national or regional isps and sells access to individuals: single routing policy (bgp) to rest of the internet, can be single organisation or isp with clients.
