- emergence and evolution of global governance closely tied to emergence of a
globalising economy, since mid-19th century
- a global economy creates
• potential for greater cooperation and prosperity
• crises and problems on a global scale
- global governance necessary to realise potentials during stability and to resolve
crises and deal with its negative features
- not obvious to first planners of global governance
- only learnt through harsh lessons of failure - World War I and World War II
- globalising world in the 19th century
