People want education, right to education, should be a public good. Executive government must find a way to provide this. The executive is drawn from and directly responsible to an elected legislature. May include a monarch (eg. the uk) or monarch"s representative (eg. The one who has power: prime minister and cabinet. But the representative of the queen: governor general. No direct accountability of the executive to legislature. Most early liberal dem ocracies developed from monarchies.
